at&t has complied with a fcc ruling and now offers a $10 dollars a month DSL plan.
there has been no marketing or news about this, but they were never forced to market this rate in accordance to the fcc ruling.
you can find info about it on their website but it's hidden. i found it in the terms & conditions.
